This
quatrain describes a series of facts
after the 09/11 Attacks.
The first verse talks about USA and Russia. George W. Bush and Vladimir Putin are the "two happy ones". Their alliance was sealed during the meeting of the UN near the end of 2001, sometime after USA had sent troops to Afghanistan. During those times all countries were favorable to the war, although the greater charge for the invasion of Afghanistan to defeat the Taleban regime were over GBR and USA. But during the meeting of 2001, George Bush and Vladimir Putin gave public demonstrations that in spite of USA and Russia had at those times some divergences in their external policies, they were "friends" (George Bush talked about "my friend Vladimir Putin"). Those times would change (see P093M01). So this is the theme of the first and second verses. And as the second verse says, the major part would not support the war all the time. In DEZ/2002-JAN/2003, the major part would not support war. USA and Russia would not be "the two happy ones". The third verse talks about Saddam Hussein, the Great of Africa. And the term tremble is a reference to a flower (a Papoulis) which makes a trembling movement the the wind blows. This is reference to the answer George Bush gave to the journalists when asked about what would happen to Saddam Hussein if he insisted not to cooperate with the UN inspections on the weapons of mass destruction (the chemical and biological weapons) . George Bush appointed his finger in a shaking movement and answered: "This guy will find out" . (see the illustration) The fourth verse is a reference to the separation of the double government of the Taleban and Ossama Bin Laden in Afghanistan.
