The sky cries.  Is up to you to do this feat ?
The sea(navy) gets ready. Annibal does his skirmishes:
Dsney drops anchor. fleet delays. Do not stop to manifest yourself
(=do not kill (yourself)),
(because) You hadn't  known the secret.  And by which reason were you amusing yourself?
 

            The first part of the verse describes the attacks.  The continuation will be analyzed with the third verse.

            The second verse says that the navy received an alarm to stay   ready. It can also be the order to the hospital-ship  to go to New York. This measure showed unnecessary after all.
            The continuation talks about Annibal, Which is a partial anagram for Bin Lade . The other reason why Nostradamus calls Ossama Bin Laden by the nick name Annibal  is due to  the way he was created and the way he was educated and also his sons, in particular Mohamed Osana Bin Laden (l'onde). Annibal was son of Amilcar , a general  (from Cartage)  that obligated his son to swear an unlimited hatred against the Romans.  So did Bin Laden with his sons  (that’s why  C08Q077 says that the war of the antichrist would last for 27 years.   This is his life    

span because his war had begun when he was born).

         The third verse cites DENYS, which is an anagram of DSNEY, an American  symbol.  So, Sailor Donald Duck, sorry, the USA fleet  departs when one of the WTC buildings landslides.

        The continuation , classe tarde, may be a reference to  the maneuvers the USA fleet (and Air Force) has done to hide the President George W. Bush.

        The first, part of the third and the fourth verses show the way Nostradamus used to show what he new about the attacks. In the first verse there's a question:  doing  those feats  was up to the terrorists?  Because no one  has the right to take the life of any other people. Let's see a paragraph of the Atta's Letter one of the terrorists of 09/11):

        "9. Then remember very well that if you have been put into dilemma how to behave and how to be firm. And remember and know that what has befallen upon you should befall upon for sure. And what has not fallen upon you shouldn’t fall upon you. And this dilemma from God, the most high and most exalted, to raise your status and forgive your sins, then know that it’s a matter of moments then it will be clear with the permission of God. Congratulations for he who won with the great reward from God, the all mighty, who says, “Do you expect to enter paradise without Allah knowing those who struggled from you and know the patient ones” 

        We have underlined the part which refers to the question made at the first verse.  The question it is a refutation , a direct and frontal  refutation to the reasons cited in the letter. How do you know this feat should be done by you?  What authorizes you to think this way? Shouldn't your leader go in the front  and do it first?

        The second part of the third verse says: ne taire. taire means to stop to manifest, to say to cry etc. In other words, to die. And it sounds the same (in French) as tuer, which means to kill, to murder. So the verse says: do not kill (yourself and the others) . And why he is saying this?

        The fourth verse says that "you don't know the secret"., which is the secret?  The same as the one cited in  C02Q027, C07Q017 and C04Q030.

        The continuation of the verse asks why to amuse himself lf some one is going go to die.  It's a refutation: the terrorists were amusing themselves in Las Vegas some days before the attacks.
